Were there is road blocks and civil uprest, there can't be much justic, nor can your really say weather he was being right or wrong. We can say he didn't need to he had control. Or we could say he precieved that the person in question was being disrespectful and that the needed to "control" him. But I see your point, personally, NO, not justifiable.
