Best for what? Highest quality at any price? Lowest price at any quality?
There is a range of monitors out there because there is a range of different user requirements.
Do NOT buy a Sony Trinitron monitor.
Trinitron monitors were the best image by far for all but the very high end CRTs. But Sony made the last Trinitron tube about 4 years ago. Any Trinitron product is either used and is > 4 years old, or has been sat on a shelf for the last 4+ years and all the electrolytic capcitors are going to be shot.

While you're at it, why don't you buy one of those cool rotary phones with the 10 foot cord? Or a copy of Windows 3.1?
Dude... NO ONE buys CRT monitors anymore, but if you insist, ViewSonic is good.

If you're talking CRT alone (and not whole computer) then, we had superb luck with Samsung SyncMaster for our flat-screen, so I wonder if they wouldn't make a good CRT also.
