This is a very good idea, and commendable!
FREE forums that you can really use properly are hard to come by.
Nevertheless, if you are prepared to learn how to code, why don't you buy a domain and rent a server (less than 100€/year). If money is the problem, call on your "principal" and make your offer: he might pay for the server... (or the school may have a server for themselves).
And I would help you writing the code for free!
