Just a handyman, minimum call out fee I would say.
Maintenance repairs are except from the Part P regulations so you'll be ok.
Best to check that the h/man can work with electrics and used to electrical repairs - you'd want him to check the insulation hasn't been damaged, its suprising how some draw a solid demarcation, and some jsut get on with it.
Even many plasterers would do this, just wedge the back box in place and plaster or morter it in place, remove the wooden wedge once its gone off.

Sounds pretty straight forward to replace the damaged socket but make sure the electricity is turned off and use an electrician's screwdriver or test meter to check the socket is not live.

Handyman at worst. Turn off electric, replaster around part that has crumbled and replace socket. Not complicated, have a go, dont go near the wires. then turn on again.

Electricians dont do plastering due to the fact that we are cr*p at it and every plasterer i know is competent to know how to take a socket front off

My 14 year old son changed ours and he hadn't done it before. Just get a new socket from any DIY store and ensure you get wires in right place. Don't forget to turn the electric off first.
