From what I understand they are a group of men that want to take over Odysseus's kingdom. But who exactly are they? Are they random thieves that just walked into town or are they normal Greek citizens that just thought up this idea?

the suitors where men of the town that didn't necciserily just want the kingdom, they are called suitor because that is a term for men who are activly persueing a relationship with a woman. (ie... the queen's suitors.)

Not sure, but often women could not own land so when Ulysses was presumed dead, any unmarried man that wanted to increase his wealth came flocking to court her. I wouldn't say that they were thieves, but most of them would be the "gold diggers" type.
