CHLORINE is used to disinfect drinking water. NOT IODINE.

IODINE solutions are used to disinfect skin before surgery. I would say the answer here is chlorine. All of the halogens, by themselves are nasty. I2, Br2, Cl2 and F2 are all pretty brutal on their own. F2 and Cl2 are gases at room temperature and pressure and Br2 is a liquid and I2 is a solid (an easily sublimable solid, but a solid nonetheless).

Fluorine is too active and difficult to handle. Other than that, chlorine, bromine and iodine are all disinfectants and used in various formulations.

Well, any of them will kill germs, but I would imagine the one most commonly used is chlorine.
