Hmm this one is tough. The only structures/built models that are used to detect the seasons are usually software. It's kind of hard to think of it as a structure though but it helps to track the seasonal changes.

Hurricanes, tornadoes, and wildfires are usually are indicator of seasonal change.

Aero-satellite, infrared smoke scanners, and local sensor networkds help to track wildfires during season changes. Also weather satellites and the doppler radar help to track hurricanes. They also detect tornadoes, as well as the GOES (Geostationary Operational Environmental Satellites).

Good luck trying to find something more structural.

Hi. Stonehenge is a good example. The Mayans built several rock structures. I think the Vatican also has one. http://www.answers.com/main/ntquery?s=Vatican+observatory&%26lid%3Dtop_srch_btn%2Bmenu.x=0&%26lid%3Dtop_srch_btn%2Bmenu.y=0
