No you don't need a permit first if you're over the age of 18.You just have to take both the written and driving test together. If you pass, you'll get your license.

If you are over 18 most DMVs will go ahead and test you for a permit then do the drivers test the same day so you just get your license the same day.(don't have to wait a year after getting the permit).

if you all ready have a drivers license from another state, you just have to take the written test to get a Florida license.
