First, you don't know when it was reported; second, all questions are permanent, unless removed.
It may be that the question was reported but not removed; then a YA staff looked at it and realized it should have been removed.
It's also possible someone was doing a search and saw it. There's nothing wrong with cleaning up the archived questions here, as they are here forever.
The solution is to stop violating the Guidelines.

It may be irritating, but it must be done in order to maintain a peaceful and friendly atmosphere in Yahoo! Answers Community. Everyone has to abide by the
community guidelines and the questions posted here along with the answers are subjected to reviewing sooner or later by the Yahoo! staff.
Remember, this community is absolutely free, so we should be extremely grateful to Yahoo! and not criticize it. If your questions gets removed unfairly, you can always challenge it to them.
But for now, we should all do our part in maintaining proper standard in Yahoo! Answers to give something back to them.

i know exactly how you feel dude. i think the people who work at yahoo should read these questions before they just start handing out violations to see they aren't bad.

That is ridiculous and annoying. Wow people need to lighten up and find something else to do.
You could always block your Q&A'S and maybe that will deter them from reporting you.

that happened to me last week my eastenders question was removed and i was issued with a viotation notice and so was my sister for her eastenders question so you not alone its seem to be happening a lot latley
