KOH is a strong base, NH3 is a weak base. Consider the dissociation of ions in water. KOH dissociates completely, while NH3 weakly dissociates in H2O

KOH, because it is completely ionized in water to K+ + OH- ions.

The reaction NH3 + H2O <===> NH4+ + OH- goes only a few percent.
