It's something to do with the days of the Old Wild West & the pioneers.Working the government mules or donkeys to death basically as they were expendable defenceless & could be replaced.Just another number basically.

It means that, like the government's mule, it doesn't belong to you, so you can mistreat it and not worry about the long term effects.
The ore current slang that gives the same message is...

or
"Drive it like a rental car."
(see--you can abuse a rental car, because when the transmission falls out-- the rental agency will have to pay the bill....)
