It's something to do with the days of the Old Wild West & the pioneers.Working the government mules or donkeys to death basically as they were expendable defenceless & could be replaced.Just another number basically.

It means that, like the government's mule, it doesn't belong to you, so you can mistreat it and not worry about the long term effects.
