Fit yes, have drivers (software) to run the card more than likely. Alot of support for windows 98 is dropping, so if its a new card you are trying to put into 98, you might run into some trouble finding drivers.

The operating system has nothing to do with if a card will physically fit into a computer. If however it is the correct type of card for the slot and there are windows xp drivers available for it very likely you will also have drivers for windows 98 as well.

Its not the operating system to be worried about, its the motherboard. Most motherboards at that time were larger, so the card might not fit in a new technology type of motherboard. The same with the other way around, but its worth a shot, cant hurt anything.

It's possible, try it and see.
The trick is to find drivers for each operating system. Look at the card to find the manufacturer.
