Not without calling Charter. You could try cycling your cable modem, but you'll likely be assigned the same ip address.

Why would you need to change your ip address anyway? Did you get banned from something? :)

I suspect you really do not know what you are asking for.

I presume you have a dynamic IP address from your ISP. This means that the IP address changes whenever the modem is rebooted.

If you have a static IP from your ISP, you are paying a premium for the static IP address and you will have to request a new IP address from your ISP.

Finally, if you have a router on the private side of the modem, do not confuse the nonroutable internal IP address with the public routable external IP address as the two are different.

Now for the real question - Why do you wish to change your IP address anyway? If you have engaged in activity that has gotten you banned from some site, do not assume that an IP address change alone will enable acceptance. It is not likely to be the case.
