All web editor programs (such as frontpage or dreamweaver) have a function called "publishing".
All of them do it badly, slowly and inefficiently (and the set-up is usually too complex for beginners)
Using an "FTP" program, you access your server, and directly put your pages on the server: that is publishing.
Important ? Well, if your site is not "published" on a server, it won't be seen by anyone!
Just to annoy you a little more: publishing is not enough to get exposure: you also need to SUBMIT it to search engines, usually once a month. Pain in the *** if you ask me: I manage over 100...

You can use the "Publish" function in many web page authoring programs, such as:

Netscape Composer
Microsoft FrontPage Express
Microsoft FrontPage
to quickly and easily upload your pages to the server.

Which does nothing more than stuck it in a folder that is on the server for you. Maybe FrontPage is not configured correctly need to set up to publish properly.
