The reason that it is illegal is that there is too much of a temptation and often motivation on the part of caregivers and family members to end the "suffering" of a loved one just a little too soon.
There are also certain individuals who might use euthanasia as a means of assisted suicide by producing falsified medical records showing that they were in the end stages of a terminal disease.
