The CEER is a "not for profit association" which brings together the independent national energy regulators from the Member States of the European Union (EU) and European Economic Area (EEA).

The CEER acts as a focal point for contacts between national energy regulators and is their interface at a European level with the European Commission, in particular DG Transport and Energy, DG Competition and DG Research, on energy issues.

The overall aim of the Council of European Energy Regulators (CEER) is to facilitate the creation of a single competitive, efficient and sustainable internal market for gas and electricity in Europe. CEER also maintains close working relations with regulatory authorities in North America and Central and Eastern Europe.

CEER now has twenty-seven member authorities from: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Great Britain, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Malta, The Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden. Luxemburg, although not yet a member, is invited to participate in CEER activities.
