from control panel go to power managenment and change the power or energy save of the battre and restart ur system , so that u will be running at full power mode throght out

I don't think that you can control this from inside windows. However some laptops do have some different options for the LCD brighntess in the BIOS.
WARNING!!! If you don't know what you're doing do not get into your BIOS. You can screw up your computer, and make it so that it will not boot!!!
With that said if you're comfortable with getting into the BIOS then you can look around in there for some options. In my laptop it is under the heading POWER, and the option is LCD BRIGHTNESS (Auto, 1, 2, 3, 4, 5, 6, 7) Under auto it dims when on batttery power, under any of the others it does not.

Depending on the make the basic level is set in the setup accessed via F2 or del during startup.
Manual control is usually available on the keyboard.
On a desktop keyboard all the characters are white on black, on a laptop there are some keys that have some coloured words or symbols in addition to the normal white on black.
Look for a key with a coloured Fn ( short for function) or similar, holding this key down enables all the functions that are the coloured words or symbols.
.
These are, amongst others, wireless off/on, hibernate, battery state, sound mute etc etc and screen brightness up/down. So hold function key whilst pressing the brightness up symbol solves your problem.

In the bottom right of the taskbar there is an icon for the power saving options. But be warned that the battery goes a lot quicker without that option on.

go to the bottom right of the taskbar. You'll find somethig there about the lighting. Choose the bright option
