"A wife cannot testify in a criminal matter against her husband. Such testimony is privileged.

However, in a divorce proceeding such testimony would be permitted."

Depends where you are! In England and Wales, a spouse cannot be forced to testify, but can choose to do so. A spouse is "competant but not compellable". In certain criminal actions, for example, an assault on the spouse by the other spouse, a spouse can be made to give evidence.
