It simply indicates that that icon is a shortcut to the actual programme. If you right-click on the icon and select properties, you'll find the information telling you where, on your hard drive, the program is to be found.

Hummm... the small arrows in the bottom Left corners of icon means that its a "Shortcut" of perticular applictation/progarmm.
Assume that you've Install a application in C:/programfiles/RealPlayer.
And you You frequently use that program, To save time OS crates a Shortcut to Desktop for user convenient, so that you don't have to Double click on My Computer and goto Program Files and then click on RealPlayer folder and finally Double click on RealPlayer.exe :)
Just Right Click on that Shortcut and see the Target area, you'll know what does that mean.

If you are comfortable editing the registry directly, here is what you could do... else considering installing a Windows Tweak software and doing it from there. Open Regedit.exe and navigate to the following key: HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Explorer \ Shell Icons Backup the key before making any edits. In the right-pane, create a new String value named "29" Double-click 29 and set its data to: C:\Windows\System32\shell32.dll,50 (an empty icon) Close Registry Editor. To apply the changes instantly, follow this Right-click Desktop, choose Properties Click the Appearance Tab. Click Advanced button Choose Icon from the drop-down list Set it's size to 31 and press OK, OK. The changes will be applied now. Repeat the above steps and then set the Icon size back to 32 (defaults). The above steps are required to force Windows to redraw the icons.

It means it is a shortcut from somewhere else on your computer.
PS if you delete the original the shortcut won't work.
