Yes it can if the money isn't in your bank account in the first place, many don't realise that Pay-pal isn't foul-proof and scammers/hackers can take money out of your account, make you badly overdrawn and in most cases the bank says its your responsibility and charges you each day interest on top the money you owe back that someone else has taken, how do I know this because a friend had £300 taken out of his account that he didn't have and the bank weren't sympathetic, charging him whooping interest rates each day he was overdrawn, also many buyers on EBay have been known to retract their payments for items they bought days after, once they know their item has been sent and thus the seller loses out and doesn't get paid, basically Pay-pal though regarded as being the safest option isn't much safer than a cheque its just that Pay-pal charge for the service and its supposedly more difficult to hack into your account, but that's not really true, all methods of payment have their risks whether its a cheque, Pay-pal or postal order, go back to pay-pal and ask what your rights are and good luck but sadly I think you are going to pay the price for those con artists that hacked into your pay-pal account!

Why are your customers wanting money? They should be paying you.
Paypal will take money to refund people if they have successfully claimed against you and it is there to take.
How did you pay the Chinese scammers?
Please give more details.
