You have a grounding problem. Is the cord connecting to the computer good and have all the prongs? Also is it plugged into a known good grounded outlet? You might want to check the outlet with a meter to make sure it is wired correctly. If all that is correct then are you generating static electricity from the chair or the carpet and it is discharging to the case?

if your casing is giving you a shock you may be in need of a new power supply, the shocking is happening because it is not being properly grounded and if that is the case ANY kind of surge through your power lines will fry your board and possibly you, take it to a computer store and have it checked out, or if you know anything about them open it up and see if a wire has become undone and touching the case, also be sure you aren't building up static electricity before you touch it.. I hope you get this fixed, it could be potentially dangerous to you or your computer parts

Electricity works like this: Black=hot. White=Neutral. The neutral wire goes to the same place as the ground wire {third prong}. If you touch the ground rod outside your home, you have touched every white wire and ground wire in the house. The third wire, or "ground" is there to preclude what you are experiencing, i.e. to ground the case. You have a short somewhere in the black wire {hot} that is touching the case. Since it is working, I would follow all the wiring. Should be easy to find. look for nicks, etc. Anything touching the case.

You're plugged into a non grounded outlet. If it's an oulet with no ground prong hole, somebody either used an adaptor without hooking up the ground wire or just broke the ground prong off.
Or, you're just getting a static shock from sitting in that cheap synthetic office chair you bought.

It sounds like the ground wire, third prong on the power plug. If this is the only problem and everything else works fine, I wouldn't worry about it, just don't touch it much. On the other hand this could pose a fire hazard so watch it carefully and get that fixed sometime.
