I've seen jobs demanding those skills advertised ranging from £12,000 to above £40,000. Without CSS, JavaScript and server side programming skills you'll probably be near the bottom end of that.

You would also have to have PhP, MySQL, Javascript, HTML and AJAX skills to get a good job.
Good skills in Photoshop would be a +, if you have good artistic sense.
Skills in Flash and Action script would be a ++
Dreamweaver skills would, on the other hand, simply NOT give you a job in my company: DW is widely diffused among beginner programmers as a web editor, but the code generated can only be maintained through Dreamweaver and is impossible to maintain otherwise.
