If you asked the question in the correct section, you should not receive a VN. Part of the community rules (yes, goodness knows I've studied them enough) says that questions and answers must be in English. I, personally would not report someone for asking a question in another language.

It depends on if they said something offensive in that language. If it was a regular question, then no. But, that being said, I don't report people anyway.
