If your phone is inactive or you dont refill it after a certain time (one month, 3 months, or a year, depending on what amount you buy) then your number will go back into the list of eligible numbers to use. so if you are getting calls from people saying its someone elses number, thats probably what happened to them. make sure you refill your phone in a timely manner or you will lose your number and they cant really do anything about it.. I know, I sold prepaid phones alot through cingular.

No, if someone else has the same number as you then the phone company has goofed BIG time. If you recharge your phone card then yes, the number will remain the same... assuming you are talking about the pin number.
I've used lots of phone cards and never had a problem. You can even buy some really cheap off brand ones online. I've never had a problem doing that either and I saved a ton of money that way.

If you change providers, or if your service is stopped for some reason--out of minutes or expired--your number may change when you are reinstated.
It is probably impossible or almost impossible for more than one person to have the same number at the same time, but a number can be reissued once it has been cancelled.
Most pre-paid phone providers don't issue the same number sequences or allow you to keep a previous number if you have changed providers.

When you use pre-paid its the same as a contract phone, just that you pay for the calls as you use them and not be stuck paying a certain amount.
The numbers aren't going to be given out more than once so only you will ever have that number - unless you give away the phone.

there are some issues i.e.
yes your number can be had by another user with another prefix if the network have more than one prefix (code) e.g. 111 &112 &113
registered numbers are not changed unless borrower shifts its rights to someone else on one's discretion

-Company is aware that you disabled the number, in which case it can and probably will be reassigned.
