He's swimming up and having a hard time staying high up in the tank where he likes it. He is litterally swimming vertical. Whats wrong with him?

Many Tetras will do this if the water is too warm. Make sure the water is about 77 degrees and also make sure your ammonia, nitrite, and nitrate are in check as well. Neons are schooling fish, and without schools of 5+, they can become stressed, disoriented, and "sick". Make sure he has enough Neon buddies. The only other likely possibilities are constipation and swim bladder. To treat constipation, try feeding it split peas for a day. This will get him "back on track". I been keeping neons for 40 years and I keep them at 78 to 80 degrees so I don't think it is the temperature. Neons do this when they are frighten. Another fish may be bulling him

my neon tetra did that when i changed the water. the temp was 86 degrees but i lowered it and the neon was ok
