Low self esteem most likely. It could also mean feeling of shame for something inappropriate said or done etc.

Not an offensive expression. It just means you are feeling sad and helpless, vulnerable and have a low opinion of yourself. The phrase 'feeling small' is beautifully expressed in the song 'Bridge Over Troubled Waters' by Simon and Garfunkel in opening lyrics 'When you are weary, feeling small......When tears are in your eyes....'

For me it simply means I'm embarrassed. Can't see any offense for someone else in that!!!

If they did something to embarrass themselves, or feel ashamed of something they did. Would cause them to say "I feel small inside."
