In eukaryotes, the Krebs cycle occurs in the mitochondrial matrix. The environment of the mitochondrial matrix is needed for the Krebs cycle to function. The Krebs cycle does not occur in prokaryotes. Their only means of ATP synthesis are glycolysis and fermentation.
