When and where did this appear/get asked? I know C mean like 100 just like X means ten *I think it means 100* maybe c means something. Or it could be something with science.

It's uppercase and lowercase of the letter "c." I don't know that it has any particular meaning, unless one is making a play on it and is imploring someone else to "see" something, both loudly and quietly.

i think its either a toilet or a throne and if you look at it theyre both the same.
