It's loud, and my tank is also climbing in temperature for no reason, so i'm thinking it's from the filter (i turned off the lights and the small heater and it's night time here)

No you shouldn't turn your filter on and off - bacteria will gather when the filter is off, some will turn "bad" and when you turn it on you will flush it out in the tank. The temperature rising has nothing to do with your filter, but bettas are used to high temperatures anyway.

You could turn off your filter all together, but it should be either on or off the whole time.

Ditto carsten's answer. Bacteria go bad pretty quickly without circulation.

Pick either having one or going without. Your fish will be happier with one in there.

These people answering that they've evolved are missing the point of filtration. Sure the species of fish can breathe air without water circulation, but no creature should have to breathe poison. Going without a filter, especially in a small tank / bowl is like flushing their head in their own toilet.

You should try and figure out what's making the filter noisy.

the filter will not make your temperature rise. leaving the light on in a small tank for too long will. and your filter should not make much noise at all if its a good one and your water level is at an appropriate level.

That should be fine. The betta is one fish that really doesn't need a filter; it tolerates dirtier water than other fishes, and it breathes air (yup) at the surface of the water, in addition to getting oxygen from the water. It will actually drown if prevented from going to the surface. Quite the interesting fish.

Bettas don't need filters they are from the rice patties in asia which don't have a sourse of water to them so the water is low in oxygen. They have adapted to breathing air from the surface of the water. So your betta will be perfectly fine without the filter!

If the tank is becoming to warm put some ice in a
plastic freezer ziploc bag & just let it float at the
top of the tank.
