Happy to be back, thank you for asking......
It depends on who is describing the party. Also it depends on what section of the party you are discussing.
First, right wing conservatives (like talk show hosts) will describe democrats as communists that act as a crutch enablers bent on destroying America and our capitalist society.
This might actually be true of our far left wacko brethren. One must realize however that there is a right wing side to the party which is actually close to center, as are left leaning Republicans. These are the JFK democrats who refuse to give up on the party just because the loony tune left is a loud and obnoxious party force.
Our close to center, right wing of the left party folks,(ME) being centrists, still believe in empowering people. And, most of us, (being still in the NRA) wish PETA, GREENPEACE, ILEGAL ALIENS, AL SHARPTON, ETC would just fall off the face of the planet.
We believe welfare is a social safety net and not a way of life. We believe that social (equal opportunity) programs to advance minorities should simply enhance opportunities to level the field, and not replace honest hard work or provide unearned reward.
My party is the former, the empowering people, people!
But, the party does have it's share of socialists.

They like to think they are empowering people, yet they are more of a crutch/enabler. One of my former friends is benefitting from their crutch. She has two kids, won't work and won't marry the father of her children because then they wouldn't qualify for all the government assistance they receive. She also doesn't want to be on his insurance because she would have to pay a co-pay when they go to the doctor. She goes to the free clinic and ER complaining of back pain to get free medication to snort or sell. She actually called and asked me to go to the ER and complain of something to get medication, but her preferred is Xanax, "so you should pretend to have an anxiety attack" as she said. Way to go Democrats!

i think of the notice empower has been abused to intend making any selection and then justifying it as "empowerment." i think the notice empower to intend identifying to purchase the main dazzling to do something that society deems acceptable in easy terms for a definite gender to do. An occasion could be empowering women to interrupt the glass ceiling. For adult men, that would desire to be stepping into nursing. i don't think that turning out to be a stripper is empowering. (although some could declare it somewhat is.)

Democrats are about big government, higher taxes, social spending, entitlement programs, wealth redistribution. If you want something there's a Democrat waiting to GIVE it to you at the expense of someone else.
Republicans are more inclined to reduce tax rate growth, cut government spending, trim the fat, believe you should earn your own way. If there's something you want and can't get it, a republican will show you how to achieve that gaol.

When are people going to quit buying into the political rhetoric and admit that there is a broad spectrum of reality between "enabling" the disadvantaged and leaving them to rot. Neither side is honest with regard to the motives or agenda of their opponents. This question is asinine. What would you propose be done to deal with every American of every socioeconomic background? Is there a simple answer to that question?

I agree with the first answer.
How "enabled" is someone who has no education (we have schools were children are more likely to go to jail than college), no access to preventive health care, and is being paid below the poverty line in an unsafe working environment?

They may be trying to enable people, but the programs more often than not simply turn out to be crutches that people never ever get weaned from.

Comparing the 90s to the 80s and the 2000s, there is no doubt that they empower people when compared to neo-cons.
Neo-cons create poverty on a massive scale. First they break the bank to pay their corporate cronies, then they let the following US dollar devalued recession ruin the lives of those who are just trying to earn an honest living.
