How about some candles. You might find some festive short fat ones with snowflakes on them or you can make that part your self by cutting the snowflakes out of paper and adding a spray glitter. You could get some scarves and toboggan hats sometimes at the dollar store or mittens. You can even cut some mittens from construction paper in pairs. Use a silver gel pen and write to and from on them tie to a package with ribbon and some jinglebells that you can pick up at any craft store. Make mini sleds from popsicle sticks. By soaking them in water, you will be able to bend up the front part to use as a sled runner or they could also be skis! Stick them into one of those snowball cupcakes crossed and some poles cut from skewers. Paint if you wish. Hang snowflakes above the party table. Sprinkle coconut around a plate to be served to look like snow. You can find penquin things to use as part of your scheme too or even a polar bear. They would make great invitations. Just to a search with the word coloring book with it , not that you would use them for that, but could use the designs for invitations. wooden snowflake cutouts. . The craft stores sell those wooden cutouts that you can paint. maybe you could tie a pretty colored string around the snowflake and put them in a small giftbag. If you have a dollar store in your area gather a few differnet colored bags for your guests. Maybe some silver, gold, white, and green, and dark blue would be a good color choice. Have everyone decorate in the wedding party before the wedding before the big day as a fun destress reliever ok now decorate a/ their snowflake any color they want sparkly glitter, streaks of gold and silver etc etc. Then once they dry people can take them home. You just gotta go out and buy all the supplies for people to decorate the snowflakes. Paint brushes, glue, glitter, pompoms paint and glue bowls (can use plastic disposable dishes). Maybe one of your friends or relatives or bridal party personal could help you pick out a few things and help pay for the supplies or go half on the supplies that way it wont be as expensive. Just remember to get a few extras of each item. Def. get extra wooden snowflakes. Another pretty idea is to buy white wedding branches and use spray glue with glitter. You can buy this spray glue glitter at basically any craft store or like walmart. Its will stick to the wedding branches and will look very pretty if you put white lights in their vases. Idk if you have a michales craft store around your area but they do sell those things and then some. have fun!

You could hunt down a snowflake cookie cutter and make up some butter cookies or shortbread and then dust it with confectioner's sugar.

Otherwise, you could buy some cheap blocks of white chocolate, break them up and put a few blocks in a small bag tied off with curling ribbon. Paper bags folded and stuck with pretty silver and blue star stickers would be cute, too.

party favors, let me think.............
I have seen some clear glass bowl-like candle holders. You sprinkle in ice cream salt around the blue candle and it looks much like snow. You could add some blue and silver ribbon and a silver bell.
I love the Chinese food take-out boxes you see in the packaging department. The candle holders should fit nicely in them.
Another gift wrap is to use white gift wrap or kraft paper. Rubber stamp the person's name on the paper, or stencil them.
