The sun rises due east at the times of the equinoxes, which happened September 23rd 2007 and next on March 20, 2008.
The best way to determine the precise times is to look on the US Naval Observatory website. Here's the internet address:

Don't forget to add an hour for Daylight Saving Time.
This morning, the sun comes up at 6:48 a.m. EDT. Tomorrow it's at 6:49, then 6:50, and 6:51 a.m. on September 30th. We're losing a minute a day in the morning.
This evening, September 27th, sunset is 6:45 p.m. EDT. Tomorrow evening the 28th it will happen at 6:43. Then 6:42. Then 6:40 p.m. on the 30th. And soon. Right now, we're losing more than a minute-and-a-half of daylight with each passing evening.

The Sun always rises approximately in the East. The days that it rises most directly East in NYC are the days it rises most directly east everywhere in the world: the equinoxes.

It rises EXACTLY east on the equinox dates, March 21 and September 21. But you may be thinking of when it rises in line with the streets, which do not go directly east-west. It does that in late May. And it sets in line with the streets in mid July. See the source.

Well, I'm from the west coast but I would hazard a guess that the sun rises in the East every day in NYC - and most other places.

The sun always rises in the east, no matter where you are (even in NYC).
Do you think it rises somewhere else?
The time of sunrise changes day by day throughout the year as Earth orbits the sun and the axial tilt changes the angle of the sun's path in our sky.
Your local newspaper or weather station or local news website will tell you when sunrise is.
