Logically speaking the Congress man/woman because they're suppose to reflect the demograph's views.
He/she is suppose to be "closer" to the constituents.

Congressional Representatives because they are the puppet masters. The President can not do anything without Congress passing it through.

Congressional Representatives who are suppose to be representing the America citizens.To bad they don't do it.

Both are important, but the president as he appoints judges and supreme court justices that are taking away rights from the American people every chance they get.
