Numbers which begin (0)7 are mobile (cell) phones. Therefore there is no way of knowing who or where this phone is. It is probable that it is part of a scam. Did you get it on an email telling you you have won a lottery, been offered a job or been left some money by a long lost relative ?

Since it's a landline, you should be able to type the phone number into the Google search bar. Google will tell you who it belongs to (if it's a listed number.)
