no ,actually if this happened i think it would create more problems than it would help,any time the light cause a little glitch there's usually an accident,so this would probably create more problems than it would help,good luck.

They are. All stop lights I've been at have been all red at the same time before some change to green.

They usually are at high speed or multi-lane intersections. It's up to the transportation dept. of the city to decide how long lights should be on.
