Madonna's "Die Another Day" music video?

At the end when Madonna escapes from the electric chair, and her torturers were confused, why was there a bearded man sitting in the chair instead while she ran to escape? What does this man mean in the video?

The bearded man is meant to be Osama Bin Laden.

I think Madonna was trying to say,fight the real enemy.
