Of course it can.
It's called a self-fulfilling prophecy. It goes something like this:

You aren't confident in yourself, and feel no need to keep your body heathy and in shape because you're ugly anyway, so what's the point? So you eat fattening foods and stare at the TV all day. You start to gain weight, forget to shave and cut your hair, and don't feel the need to bathe or change your clothes regularly. Pretty soon... You really ARE fat and ugly... Then you can just say, "See? Told you guys I was ugly. Look."

I don't know if it will make you ugly. Most people prefer to be around those who have self esteem and self confidence. It's often depressing to be around those who don't.

Yes. Low self esteem and self confidence causes people to have bad posture, not make eye contact and usually inattention to grooming and appearance.
