The relative humidity is the indicator of how much moisture the atmosphere can hold. The relative humidity is not the best way to determine how humid it is outside. If you really want to judge the humidity then get a dewpoint temperature. Dewpoint is the temperature at which the air needs to cool to in order for condensation to appear. This is why on some days it will look like it rained even though it did not. This is due to the temperature cooling off to the dewpoint temperature and thus condensation forms.
60-75 degrees = very very humid
Anything below these numbers will be non humid. Anything near or above 70 degrees is very sticky and just makes you sweat like non other. Go take a look at your dewpoint temperature which you can easily find by going to www.noaa.gov and then on the left type in your city or zipcode and on the right side you will see the dewpoint.

Air is said to be humid if it contains moisture otherwise it will be called a dry air.Even if the relative humidty is one percent,the air can be called as humid air.On the other hand, the air will be called dry air, if it does not contain even this one percent humidity.When the relative humidity is 98 percent ,then it is more humid and the air is nearing saturation at which RH is 100 percent.

If it's 98% humidity, that is just about as humid as it can possibly be for that temperature. It would probably be foggy outside at that humidity. That's called the relative humidity.

There are two number that you should be looking at when looking for humidity, that is the free air temperature and the dew point temperature, the closer those two numbers are, the higher the humidity.

The higher the number the more humid it is.
At 100 percent humidity, the amount of water vapor in the air is at equilibrium with respect to water. For your purposes, it means the air can not hold any more water.
At zero percent, there is no water in the air.
