Travelex, American Express, and AFEX all buy current Argentina banknotes. Of these three, AFEX has the lowest commission charge and probably has the best buy rate. All three of these have multiple locations all over LA County. Travelex has four locations in San Diego, also.
Bank of America and Wells Fargo do currency exchange in larger branches. I don't know about their buy rates or service charges.

All banks will convert money. It's best if you have an account with them. Some will not exchange coin change.
Wost case the airport has places that will even accept coin change.
I travel internationally a lot, and I use Bank of America. Never had a problem.
