The UN is about as effective as a high school debate team. Actually, I'd say the high school debate team is more useful.

Legal actions? There is very little international law so it would be hard to take legal action. And most of the answers I see show a sad neglect of understanding what the UN is and what its for.
The UN can make it clear what actions can and cant be taken by other nations in response to it. But taking actions against it would require more agreement than is likely to happen. It wouldnt be right for them to take action without a general agreement.
Not really necessary anyway. Thats the US job. :)

Sanctions are a possibility.
But they have to be agreed to by enough countries to make it worthwhile.
If the U.S. agrees to sanctions, but Russia and China refuses them (as they are likely to), they don't mean much since Iran is much more in the political and economic sphere of China and Russia anyway.
This is what this is all about, much more than about terrorism or extreme statements by this or that Iranian official.
