Candles are fairly inexpensive, easy (with practice), and take very little time to prepare. The only down side, is letting the candles cool off for 12-24 hours. When I was doing it $0.22 in material, got me $1.00 in return at craft shows.
People love soy, and gel candles. Bottled candles go well also.

At a recent, and very nice craft fair, the only thing that sold well were hot cookies right from the oven and coffee. One girl had unique Christmas cards that took her hours to make each - and these sold but not as well as the cookies! I am guessing that you are looking to do something before Christmas. There are other ideas for the new year, I am particularly thinking about things you could do for Valentine's Day when we all spend money for a sweetheart. I think food items are the best source of sales for you. Think about easy candy like peanut brittle or any of the old fashioned candies. As far as the dog treats, we are a dog house hold. We buy dog bones all the time - and pay up to $2.00 per pound for the commercial ones. I would be happy to pay $2.00 for a 1/2 pound for home made treats - especially because there wouldn't be preservatives in them. I think this is a great idea. Maybe you could make 2 sizes, one for the big guys and one for little dogs.

I've been making beaded bookmarks....very inexpensive and easy to do...floss, beads, charms is all you need besides the little plastic craft bags to seal them in. The bags are 99 cents per 100. Knot an end of the floss, slide on the beads and then knot the other end. Part of the beads are moved to each end and it gets laid in a book. You can make them in specific colors or whatever theme you like. I am doing Red Hat ones, football team colors, etc.

Little drawstring bags. For people that don't sew, they
re hard to find and very handy to have around. Make them in different sizes for ladies to use in their purses or kids to use in their backpacks to keep little things together.
Offray brand ribbon comes in 6-yard or 9-yard lengths for about 50c a roll, at most fabric shops or crafts supply shops. You can use that for the drawstrings. The fabric is easy to find, too.

Things with holiday themes tend do well - reindeer dust, hot coccoa in a baby food jar (decorated), it tends to get people into the mood for the holiday.
