2010 is twenty-ten as 1999 is nineteen-ninety-nine.

Did you ever say "one thousand nine hundred and ninety-nine"?

Last century, everybody said, for example, "nineteen ninety-five". In keeping with this method, I suppose you should then say "twenty ten". If you say "two thousand and ten", that would equate with last century's years being referred to as "one thousand and a hundred and ninety-five", which is a bit clumsy.
Even so, I bet we get both versions.

Twenty ten.

I only used "two thousand" in the year 2000. Since then, I've used "aught" for the zero -- so I pronounce this year as "twenty aught-seven."

Actually, I guess I don't even say the "twenty" part. One of my credit cards expires in 2009, so when I use it to buy something over the telephone and they ask for the expiration date, I say, "September aught-nine."
