Yes it seems they would care. I can just see it now out there in a whaling boat and here comes some righteous activist hollering to pull over saying they are here to prevent the killing of whales. There you'd be caught in a rock and a hard spot with you mouth open with a hook in your hands. No way would I get caught in that position.

Yea I think would be pretty pissed. Although knowing some Americans they wouldnt care as long as the whales were not American. lol

Why would anyone want to hurt poor defenseless whales? They love and nurture their young better than some humans.

No they know the Japanese would end up throwing you overboard because of all the trouble you cause.
So you would not be a threat to them for long.
