You don't mention the age of the house or the fixtures, so the only conclusion I can make is that the fixture in the tub/shower is the new type which has a scald protection feature in it. There is a stepped, or toothed gear type piece inside the chrome cover that can be moved to allow for more hot water and less cold, in effect, a hotter mixture. The fixtures have been developed to help parents keep children, and possibly older folks from turning the hot water up too high and getting scalded accidentally. If it's not something you want to tackle, then you might want to contact a plumber whose installed some of them. It shouldn't be a major expense to get it reset to your liking.

What sort of faucets do you have in the bathtubs? If it's a single-handled, they have "cartridges" - sometimes they go bad and restrict the flow of water, therefore, you're not getting enough hot water to mix with the cold to make it the temperature you want.
It's also possible the pipes coming from the hot water tank to tubs are plugged and are restricting water flow - again not getting enough hot water to mix with the cold.
It's possible the tubs are too far from the hot water source.
Good luck.

If you have cast iron tubs then hot water will cool and it is hard to have a hot tub temp. But this is not just a tub thing.are your hot water lines insulated? They should be,why not save money for a small price. As well any hot water heater,if electric ,can be adjusted to meet your needs.
Perhaps more info is needed to asses this situation?

Your bath\shower faucets have anti scald feature on them. Depending on make how you adjust. Check under handle to find adjuster.
