If a modelling agency is genuine they will not charge you for any pictures or consultations they ask you to do. The way genuine agencies make money is through commissions they make off their clients (e.g. if you are getting $200 for a day’s shoot they will take 15%). If you have the right looks to be a model then the agency will want to sign you up for free. Anyone that tries to charge you for anything before you get work is likely to be a scam.

The modeling industry is located in New York City.
If you want to find professional modeling agencies that are NOT scams, you must live in NYC.
Professional modeling agencies do NOT charge the prospective model, until she makes money.
Under NO circumstances should you pay any money to Barbizon, they are WELL-KNOWN as a scam, do NOT go near them, unless you want to pay thousands of dollars, from which you will NOT benefit.
Professional modeling agencies do not charge the model, until the model makes money.
