The fear at the time was that any credible vice-presidential candidate would overshadow the reserved elder Bush, who had a reputation as a weak public speaker. Quayle was chosen because his youth and inexperience were thought to minimize that possibility.
Bush was also given to making sudden decisions and improvising speaches, much to the chagrin of his handlers - and his naming of Quayle was reputedly one such impulsive action.

With Quayle on the ticket there was little chance Bush would be impeached.

it was that or hunting with Dick Cheney, and Dick loves shooting Quayle.... Dan was not a great mind but a good sidekick type, H W did not have to worry about looking over his shoulder, unlike Ron Reagan who had to worry about what went on when he was not looking.
