The easy way is to convert 4/5 to a decimal: 4/5=0.80.

You have apples and oranges now. Get both in the same format. It's a little easier to convert 4/5 to a decimal than 0.27 to a fraction.
4/5 is 0.80, so any decimal value between 0.27 and 0.80 is an answer.
To do it the other way, change 0.27 to 27/100 and then change 4/5 to 80/100. Any fraction between those two values is an answer.

4/5 is what? .8? between .27 and .80. That's a lot of decimal room to work with. As for fraction 27/100 and 80/100 or 4/5, that's still a lot of room to work with. .27 is 27/100 and in fraction 4/5 5 goes in to a hundred 20 times, times 4 = 80 or 80/100 which can be reduced to 4/5. Sorry. Now I'm confused:)

When working with decimals/fractions use 100%. That is, .27 is 27% of 100. or 1/27th of 100
4/5: to determine the %, divide 100 by 5, which is 20.(5 goes into 100, 20 times or is 20% of 100.

Well you've got a good range.
0.27 is the bottom and 4/5 is your top. 4/5=0.8
So all you need is a number between 0.27 and 0.8.
So pick anything...0.28, 0.29....if you need a fraction, what about 3/4? 3/4= 0.75
