PUERTO RICO
The flag was first used on December 22, 1895. A group of 59 Puerto Ricans led by Dr. Julio J. Henna, gather at "Chimney Corner Hall" in Manhattan, New York City and organizes a political group, attached to the Cuban Revolutionary Party, which advocated independence for Puerto Rico and Cuba from Spanish rule. As part of their activities, a flag was created to rally support for independence from Spain. The flag was soon adopted as a national symbol. In 1898, the flag became the mark of resistance to the US invasion; and in the 1930s it was adopted by the Nationalist Party. When Puerto Rico became a Commonwealth in July 25, 1952 it was officially adopted as the national flag.
CUBA
A Venezuelan general, Narciso Lopez, made in 1848 the first serious attempt to help Cuba break away from Spanish rule.
He carried 'La Estrella Solitaria' -'The Lone Star'- flag, Cuba's present flag. (While he was having important meetings on the revolution, his wife embroidered it).
His attempt was not successful; only in 1902 Cuba became an independent republic and Lopez's flag was adopted as the official flag.

The Cuban flag was created by Narciso López in June 25, 1848, and put together by Emilia Teurbe Tolón. The flag's origins date from 1848, when various movements to liberate Cuba from Spanish rule emerged, mainly among Cuban exiles in the United States. Anti-Spanish Cuban exiles under the leadership of Narciso López adopted a flag suggested by the poet Miguel Teurbe Tolón. His design incorporates three blue stripes, representing the three parts that the country was divided during the independence wars, central, occidental, and oriental areas of the country, and two white stripes symbolizing the purity of the patriotic cause. The red triangle stands for the blood shed to free the nation, which is placed where the star is, symbolizing the sky turned red from the blood shed in battle. The white star in the triangle stands for independence. López carried this flag in battle at Cárdenas (1850) and Playitas (1851). Although López was not victorious, this was the first instance of the flag being raised in Cuba.[1]

The Cuban flag came first.The actual Cuban flag was designed by Miguel Teurbe de Tolón. This flag was risen the first time on May 19th, 1839 in Cárdenas, Cuba. On 1868 in the Guáimaro Assembly, the Narciso López flag was adopted like the national symbol of the Republic in arms. Miguel Teurbe de Tolón also designed the Puerto Rican flag many years after. On May 19th, 1902 the Cuban flag was risen for the first time in the Palace of the General Captains which was the seat of the central government in Cuba. That was the first day of the Republic of Cuba.

The Cuban flag was created by Miguel Teurbe and was used the first time in 1939. The Puerto Rica flag was created by the same man at the end of the 19th century.
So the Cuban flag came first.

Your best answer is wrong Cuba came first, you have all the dates mixed up, Cuba was found first and then left Spain, before Puerto Rico, it doesn't really matter I have a bunch of Puerto Rican friends and I'm Cuban. But don't give the wrong information to people.
