It means that for every 11 things of one type there are 7 things of another type. If there are 18 students and 11 are girls and 7 are boys, then the ratio of girls of girls to boys is 11:7.
Two ratios equal to each other is called a proportion.
S0 1/2 = 3/6 is a true proportion because 3/6 = 1/2.

For every 11 of one quantity you have 7 of the other.

e.g. Mixing water and oil in an 11/7 ratio of water and oil you have 11 parts water and 7 oil.

Here's a way to think of it...you have a picky kid who will only eat 11 french fries for every 7 lima beans they eat and they will only eat it in that quantity. If they have 11 french fries they must have 7 lima beans.
