There would be a one game tie breaker in Chicago because the Cubs won the coin toss for hosting the tie breaker. The winner is the Central division champ and advances to the playoffs.

MLB conducted coin tosses to decide where potential one-game playoff games take place.
In fact, all the current division races in the American League required no flips.

The 1 game playoff would be in Chicago on Monday. I know the Cubs have already announced their starter to be Jason Marquis if they had to play that game.
The winner goes to the post season, the loser waits til next year.
